Well the state of Virginia is experiencing a budget shortfall, to the point of cutting salaries, increasing tuition eliminating raises for state employees, yet there is enough to replace all the existing wheelchair ramps in Kenbridge with new wheelchair ramps, even though the old ones were perfectly fine. In addition to that, the sidewalks that the ramps connect to, pretty much cannot be traveled by a wheelchair
